The Tax Commission of UFE met in Lisbon last week, and the ARC representative reported on ARC’s campaign in the UK to Defeat the Deficit.
It was clear that similar campaigns are taking place across Europe and the ARC representative called for more support at a European level for national Unions.
At a time when governments are working together to close down tax havens, there was a risk that a pan-Europe tax haven was being created with insufficient staff to police the tax system, and to address the growing European Tax Gap.
The Tax Commission agreed and passed the following Resolution which was agreed unanimously when presented to a meeting of the full UFE congress later in the week.
“Staff reductions in tax administrations endanger national budgets
“As a consequence of the financial crisis affecting all European countries, the announcements of savings in resources in the public sector also impact on the personnel of financial administrations. UFE considers staff reductions in the tax administrations as counter-productive. The tax administrations of the European states acquire and ensure the funds that governments urgently need for the organisation of the states and the fulfilment of their tasks.
“UFE points out that the report for the European Council and the European Parliament prepared in 2009 under the responsibility of the then Commissioner Laslo Kovac clearly identified the lack of personnel and training as the main reason for the lack of efficiency in the fight against tax fraud. UFE therefore requests that tax administration is given the highest priority in all states – the tax administrations must be well equipped with personnel and the personnel must be well trained and adequately paid in order to make pay those who want to shirk payment.”
